“The Government is happy to enter into negotiations with any university, but nobody can stand above the law”, the Minister of Human Capacities said with relation to the Bill on regulating the operations of foreign-founded universities.
“Everyone must abide by Hungarian law”, the Minister of State for Education stressed in Budapest on Thursday at a press conference on the Bill on amending the Act on Higher Education and other topics.
“The proposed amendment to the Act on Higher Education does not make it impossible for institutions to operate in Hungary, is not discriminative and is not aimed against the Central European University (CEU), which operates in Budapest”, Minister of State for Education László Palkovics declared on ATV television’s Thursday morning current affairs program, adding that there is very little chance of the institution leaving Hungary and no reason for it to do so.
“In future, foreign higher education institutions that offer graduation certificates will only be able to operate in Hungary if their operations are supported, in principle, by an intergovernmental agreement”, Minister of State for Education László Palkovics said at a press conference.
The Hungarian Education Authority has uncovered many irregularities relating to the operations of foreign higher education institutions, and has determined that several universities are operating in Hungary unlawfully.
“If a country is dissatisfied, it still cannot act unilaterally, it must do so in agreement with the other member States”, Minister of Human Capacities Zoltán Balog declared on ORF Austrian public television’s news programme late on Tuesday evening in reaction to the fact that the Austrian Government is planning to reduce the benefits paid to Hungarians working in Austria by changing the regulations of family benefits.
During his visit to Israel, Minister of Human Capacities Zoltán Balog held negotiations on inter-ministerial agreements and met with representatives and organisations from the Israeli Hungarian community.

Mr Fülöp highlighted that the majority of the more than 60 thousand Hungarian non-governmental organisations receive state grants for their operations.
