On Wednesday György Bakondi, Chief Security Advisor to the Prime Minister, told Hungarian television channel M1 in its evening programme that the European Union’s goals on the migration issue must be clarified.

He said that these goals might include Europe protecting its own borders and ensuring the safety of its people, or letting in as many migrants as possible, or even transporting them into Europe and then distributing them among Member States.

He said that Hungary’s view is that at least three “lines of defence” are needed; the first of these would involve supporting countries of origin or transit countries, so that migrants are not able to cross them as they do now. Mr. Bakondi mentioned Libya as an example.

The second line of defence would involve establishing registration centres (hot spots) outside the EU’s borders, which would serve as a filter for migrants arriving there; these would only allow those eligible to pass through. The third line of defence would involve strengthening the protection of external Schengen borders, Mr. Bakondi added. He pointed out that this will require a serious decision from EU leaders.
